During some special events were progressing, acceptability of this controversial caretaker government has been seen to be questioned, assessed, argued & consequently hatred. Special events like,
• The attempt of popular insurrection of last August.
• Multiple series of price hikes.
• ‘Minus Two’ Formula.
• Illegitimate plots to dissolve unity of major political parties after the drastic failure of infamous ‘minus two’ formula. For example, attempted coup d’état in BNP presidium to install Abdul Mannan Bhuiyan, Maj. Hafiz, Saifur Rahman and attempted coup d’état in Awami League presidium to install Amir Hussain Amu & Mukul Bose.
• Lack of transparency into the trial of political leaders & their families.
• Unlawful treatments with Sheikh Hasina & Begum Zia.
• Specially obstructing Begum Zia’s & Sheikh Hasina’s lawyers to rightfully meet them in many ways etc.
• Installation of high ranking military officials into key posts of many governmental and non-governmental organizations.
• Appointing its loyalists to important diplomatic positions. For example, Yasmin Murshed as High-commissioner to Pakistan, Fahim Munaim as High-commissioner to Canada & Debapriyo Bhattacharya in United Nations.
• Desperation to hold the state of emergency and lack of intention to lift it.
• Suppression & pressurization on head of state, the President, Dr. Iajuddin Ahmed.
After the famous or infamous 1/11, facts mentioned above were all in all, which have lain down on this nation. I have heard many people to talk like, “do you like to go back to days of fighting politicians and streets full of tear smoke instead of this neutral (?) Caretaker government?” or, “do you want to go back to days when MPs were looting the national fund with various excuses?” These are such type of questions which’s answer is always known, a strong “no”. Not only me, it won’t be any mentally fit human being who will be willing to go back to those days. But if somebody asks me, “do you want to live in this present situation, under nearly a military rule & state of emergency for some more years, considering all facts mentioned above and admitting those are happening?” The answer is another strong “no”. This question part has been told by the editor of The Daily NewAge, Mr. Nurul Kabir, while being interviewed by another prominent journalist Shyamol Dutta in a news analysis program broadcasted in ATN Bangla. The next week, it will be January 11, 2008. A year has passed after this regime has lain down on this nation. A year has past after the kingpins of this regime told that the state of emergency is a demand of the situation and is to be lifted immediately after its felt as a suitable time. Has the suitable time not appeared yet? What calls in a ’state of emergency’ in a country? That is the fear of loss of lives & properties due to any insurgence. And when the insurgence is treated to an end, the emergency has no logic to be held anymore.
State of emergency is a term of constitution which is used for the greater interest of a nation. But in Bangladesh, the ’state of emergency’ is being seen to be used for some different reasons, some reasons which in long run do not interest this nation after all.
May be initially this was imposed for a purpose which concerns about the interest of the country, but as time is passing on & on, people are about to ask questions that why this nation is under ’state of emergency’ for a year. In a third world country like Bangladesh, thing was going good as she has seen democratic governments for 15 years. So it won’t be a provider of a better future for Bangladesh if she is run by an undemocratic government for more than three months, the validity period of an undemocratic government according to the constitution. Yes, now an undemocratic government can validate itself, if it appears in such situation where people of the country are rushed by fury, like this 1/11 military regime took over last year; when Bangladesh was in the way of being a failed state, the nation was in great danger. This regime appeared by an underground coup d’état inside Bangabhaban and delivered words for a free & fair election within least possible time.
But, right this moment, after a year from the appearance, all this regime did, were those after all related with arranging a free fair election? Was the DGFI interference in BNP inner matters important for free fair election? Was installation of Mukul-Amu’s betrayer triad, important for free fair election? Is obstructing Hasina’s lawyers to meet her, the way to a fair election? Is it very important to set hundreds of military men in governmental key posts? Is it needed for a fair election? What is an election? Whose game is it? It’s political parties, who will campaign for the election and will make public relations. And this entire process of political parties to reach people is halted by the state of emergency. Barrister Mainul Hussain, Gen. Matin, even the chief advisor, whenever these persons are asked about the upcoming election, they just finger to the Election Commission. Why is that?
Is it is only Election Commission who has all the things to do about a general election? Election Commission is recruiting men, making voters’ list etc. Very good, but all of these are for what? Definitely for people, for people will cast their votes. Now the question is, people will cast their vote for whom, for what? They will vote for political parties. Then political parties, its activities and activists are the major thing for a free fair election, as much as public, as much as the election commission, as much as nation’s greater interest. Now, what this regime is doing is obstructing political parties to reach people, reach its activists.
Another thing, which sounds too unethical and illegitimate to me, are some of Barrister Mainul’s speeches. He talks about lifting state of emergency. He is asked about it and he answers it in way as he is the boss of it. By the way, who the hell Barrister Mainul is to impose or to lift state of emergency? He says, when its time, the regime will lift state of emergency. It’s not this caretaker government who imposes or lifts state of emergency. It’s the head of the state, the president, who imposes it and who lifts it.
But now it’s quite clear to people that this is not the President who is taking all presidential decisions from Bangabhaban. This is somebody other than the President and any of his civil-admin associates in Bangabhaban.
So, this is somebody else, who has been an obstacle on the way of lifting the state of emergency. And this reality, this truth, this fact that the presidential decisions are not being made by the president himself, rather these are being made by the high power syndicate which is running this regime, came by the mouth of Barrister Mainul. He talks rubbish sometimes because it is rubbish apart, about what is going on inside this regime right this time. An illogical hold of state of emergency is
• Violation of human rights
• Contradictory to democratic terms
• Threat to public interest
• Threat for political parties to reach people
• Violation of press freedom
• Violation of international image of the nation
• Obstacle to resettle democracy
• An ill attempt of validating temporary autocracy/military-rule, as well as permanent autocracy in long run
• Impulsion of one’s decision over the nation, which may not interests the nation
This regime talked about democracy, free press, human rights & neutrality. But consequence of each step of this regime is all along contradictory to its words. None of those basic qualities like press freedom, human rights, democracy can be practiced when an undemocratic government exists, when the regime itself is validated and secured by ’state of emergency’. Public’s distrust on political parties, corruption of political leaders, insurgence around the nation, these were reasons of the appearance of this regime through a ’state of emergency’.
Now, distrust of people & dishonesty of politicians are two basic things, which have been completely exploited by this regime, since they have derailed from their main course, the target to run a free & fair election. A free & fair election under governance of this regime is absolutely impossible & incredible, if present state of this regime goes on.
This regime called for reformation inside political parties. Yes, political reformation from party roots is one of most important things for further prosperity of Bangladesh. But, a wipe-out reformation is also required for this present regime, which is believed to hold next general election. And most initial and most important step to free fair election roadmap should be the lifting of the ’state of emergency’, a most basic obstacle to the normalcy of a nation. Otherwise, the road to a free and fair election will be too bumpy to reach there unwounded, or it can be dead by then.
By the way, in the middle of writing this post, I found Gen. Moeen to promise that the general election is to be held free & fair as scheduled, he promised that. Well, let see how the regime mobilizes itself after the call of the General.
